ITANAGAR, Sept 22: Thirty Six aspirants have so far filled their nominations for the Arunachal Pradesh Legislative Assembly elections. The filing of nomination started on Sept 18 with the issue of notification. The last date of nomination is Sept 25. Among the 36, APCC President Nabum Tuki, Chief Minister Dorjee Khandu, Home Minister Jarbom Gamlin filed their nominations, according to an information received from the Election Office. Four women also filled their nominations.

KHONSA, Sept 22: The first randomization of Electronic Voting Machines (EVMs) was held at NIC, Khonsa today.
Sachin Shinde, Assistant Commissioner (Election) randomized the EVMs in presence of N Tangjang, Nodal Officer for EVMs, Y. Yadav, DIO and representatives of different political parties.
While briefing the representatives of political parties, Shinde appealed to them to attend election related programmes or meetings regularly adding that randomization have been done to maintain transparency.

EVMs and requested them to attend the next randomization. He told them that their

YINGKIONG: Mobile EVM awareness campaign within the Yingkiong Township was launched today by Pawan Kumar Sain, DEO Upper Siang and Rajesh Panyang, Nodal Officer (EVM). This is in addition to the awareness campaign being held throughout the district. The Mobile team will create awareness amongst the public in and around the township.
Daporijo: In preparation for the forthcoming Legislative Assembly Election, the first phase of EVM and polling training started here on Sept 19 at the Govt Hr. Sec School auditorium for Daporijo circle.
The master trainers stressed that even though the voting process using EPICs and EVMs had already been learnt by most during the parliamentary elections, there was a need to refresh all that they knew as it would increase efficiency. All the details of the election process were explained with the trainees getting a chance to handle the EVM and clear any doubts.
Special emphasis was also given on the need to coordinate with fellow team members of a polling station so as to facilitate easier distribution of tasks and movement to the polling station.
Problems that were faced during the parliamentary elections like overcrowding in the receiving center during the submission of the materials and EVMs and unfinished paperwork too were discussed and solutions given, so as to do away with any such problems this time around.
The second phase of the training is scheduled for the Oct 1 and 4.
ANINI: The second level of Electronic Voting Machines checking was completed here this morning by the ECIL Engineers team headed by Er S.S. Mukherjee from Hydrabad. Sources in election office informed that out of 99 (ninety nine) EVMs, six controlling machines of EVMs were found defective.

In support of its demands NCP has alleged that ZPM Kenyon Dabi along with his supporters forcibly entered the ADE office and shattered the office doors and windows while a hearing was on Sept 21.
Dabi is further alleged to have manhandled the staff, officers and clashed with supporters of NCP workers who were called by the ADC for the hearing of claims filed by the voters.
It further said that 300 voters have been included in the electoral list without proper hearing which is a violation of election guidelines.
The constituency is witnessing a keen contest between sitting MLA Tako Dabi and Kenyir Ringu, a social activist.
Dist Admin put ban on campaigning
PASIGHAT, Sept 22: As per the decision taken on 20th September in the coordination meeting with senior citizens, social workers, political and public leaders and officers, it was emphasized that in view of the present law and order situation at Pasighat in particular and East Siang District in general Onit Panyang District Magistrate has prohibited conduct of election campaign by political parties, candidates, workers or any individual from 10 pm to 6 am. The DM appealed for strict adherence of the order with immediate effect from the date of issue and cautioned any violence of this order shall invite penal action as per law. (DIPRO)
ITANAGAR, Sept 22: Lohit District Congress Committee (DCC) Vice President Drengso Pul while reacting to a news item which stated that Lohit District Congress President and former Minister Nakul Chai resigned from Congress and joined BJP along with DCC office bearers and his supporters said that all the frontal wings and executive members of the DCC are still in the party and if Chai has resigned it is his individual decision.
Cases disposed off in Lok Adalat
ITANAGAR, Sept 22: District Legal Services Authority, Papum Pare District conducted Lok Adalat at DRDA conference hall, Yupia on September 20 for disposal of pending petty compoundable criminal cases.
During the session 38 criminal cases have been placed wherein, six cases have been disposed off and amount of Rs.8, 000 have been realized from the defaulters.

The frequency at which earthquakes are happening in the region would make any ordinary citizen sit up. Tuesday's tremor is the sixth since Aug 11 to have hit the northeastern region. Panic obviously has set in among the citizens.
Though scientists world over has made path breaking discoveries and inventions, they are still working on a warning system that would predict occurrence of earthquakes accurately.
There are two theories circulating. One says that frequent lesser degree quakes prevent big ones while the other one says that it is an indication of the bigger ones to come. However, studies say that there has been no record of pre shocks. That gives yours truly a reason not to panic!
While we wait for the scientists and time, maybe it’s about time; we ask ourselves about the preparedness in an event of disaster in the state.
Experts put Arunachal on seismic zone V with the highest vulnerability to an earthquake.
The region went though one of the worst earthquakes in 1950 which to a great extent changed the map. That’s a marker too in our history. Our grandparents usually take a reference to the great earthquake when they look back in time.
After the Gujrat earthquakes and Tsunami, disaster preparedness has gained momentum across the country. At least the word has!
Retrofitting and earthquake resistant designs of building and lifeline structures, response mechanism of emergency services and preparedness plans for individuals and business is discussed at seminars and workshops. We all know these are just discussed in leisure. Lack of public awareness, commitment and coordination among agencies are abysmal to say the least.
National Disaster Management Authority have very clearly said that all new buildings should be made quake resistant and lifeline buildings should be retrofitted while the Reserve Bank of India had issued a directive not to give loans to any one whose building is not quake resistant. Well, this can wait.
So far the norm has been to blame the state machineries when they mess up in an event of natural disaster. This we do despite the fact that departmental machineries are incapacitated. It’s human nature to blame others. But as citizens, are we putting in an effort to avert disaster? Not really. We go with the tide. We all know government dare not come in our way, at least when we are constructing our high rise buildings in unauthorized and shamelessly encroached plots, ignoring building bylaws, despite the fact that it’s not earthquakes that kill. Building does.
At the meantime we must ensure that our favorite whipping board also is ready to act. Citizens need to know how we go about it in case of any eventualities. Blame game is easy. We may always do it later. Disaster preparedness should not limit itself to workshops and government dictionary. We all need to take charge.
By the way, the building where the department of urban development is housed in Itanagar has been identified as one of the unsafe buildings! That says a lot at the state of affairs.

ITANAGAR, Sept 22: Mass Community Mobilization Campaign under SSA was launched in Lohit District comprising all blocks in connection with the enrolment drive for drop out children through AIE, NRBC, RBC and residential camp recently.
The campaign was launched to create awareness among the community and involve the community people to ensure the enrolment of children. To make this campaign a grand success, every possible ways and means were adopted by organizing meeting, seminars and puppet show at each and every venue. District Coordinator, SSA R. Jha with his team Coordinators of different intervention of SSA, S.C Tiwari, Sher Singh and all the BRC/CRC Coordinators of concerned Blocks/CRCs conducted this mass Community Mobilization campaign. State of the riches!
Madam,
I would like to highlight the problems faced by the aspiring candidates of the coming APPSCE’ 2010. The candidates and even the parents and relatives are facing problems regarding the non availability of the question books which are made available with the application form. The application forms are being issued with question bank for Rs 500 which is a huge sum especially for the unemployed youths and the poor. Keeping such a high rate is unjustified.
The authority has made up their mind to sell the question bank along with the form to us but I have my own little piggy question bank for the authority.
A few days back an organization had raised their voice against this but the authority had replied citing the reason being that the form was in OMR format printed from New Delhi and so on.
But UPSC Exams forms are also almost the same. There may be a bit difference in rate but why so much difference?
A UPSC form costs only Rs 25/-
My second question is if the authority had already printed the forms why not the question books simultaneously?
And if the question banks are available why is it in a limited numbers?
Books are not available but the candidates are forced to pay out 500 bucks for the form and the book which he/she has to take it later. As it is not a syllabus or a prospectus of the examination so why the authority is forcing us to take it?
After paying out the sum for myself and my two relatives I thought that the financial hurdle was over but again I found out that I have to draft a challan of 20 Rupees for each form. I want to ask that if our form fee did not make any sense in the Department account or not?
These questions are just to highlight some facts. I personally do not require any answer for these questions because the arrow has already been shot. But not only I but all the citizens would wish that such types of arrows are not shot in the future which may hurt a little for some but hit harder to certain section of the society.
I also want to inform that recently it has been found that candidates are paying
out Rs 50/-
So I want to remind the concerned authorities of all departments that our state is one of the backward states of our country with no resources of its own fully depended on the Central Government. So I would like to request for reducing the financial burden of State competitive examination (challan, form fee etc) from the poor candidates of this backward state.
