36 aspirants’ file nomination

ITANAGAR, Sept 22: Thirty Six aspirants have so far filled their nominations for the Arunachal Pradesh Legislative Assembly elections. The filing of nomination started on Sept 18 with the issue of notification. The last date of nomination is Sept 25. Among the 36, APCC President Nabum Tuki, Chief Minister Dorjee Khandu, Home Minister Jarbom Gamlin filed their nominations, according to an information received from the Election Office. Four women also filled their nominations.

Hectic elections preparation in district

KHONSA, Sept 22: The first randomization of Electronic Voting Machines (EVMs) was held at NIC, Khonsa today.

Sachin Shinde, Assistant Commissioner (Election) randomized the EVMs in presence of N  Tangjang, Nodal Officer for EVMs,  Y. Yadav, DIO and representatives of different political parties.

While briefing the representatives of political parties, Shinde appealed to them to attend election related programmes or meetings regularly adding that randomization have been done to maintain transparency.

EVM Nodal officer, Tangjang also explained to the participants on objectives of randomizing EVMs and requested them to attend the next randomization. He told them that their presence during such election-related programmes would be beneficial for both themselves and poll officials as it would reduce the communication gap to a great extent. The participants were given copies of randomized lists for cross checking. Altogether 21 EVMs were randomized which breaks up into 3 EVMs for every constituency in Tirap district.

The next randomization will be held shortly in which Assembly- segment wise randomization of EVMs will be carried out.

SEPPA: Election Observers Vidya Dhar for 8-Bameng, 9- Chayangtajo and 10 Seppa East and R. Rajagopalan for 11-Seppa West and 12-Pakke-Kessang Assembly Constituency are expected to arrive here at Seppa on Sept 25.  

YINGKIONG: Mobile EVM awareness campaign within the Yingkiong Township was launched today by Pawan Kumar Sain, DEO Upper Siang and Rajesh Panyang, Nodal Officer (EVM). This is in addition to the awareness campaign being held throughout the district. The Mobile team will create awareness amongst the public in and around the township.

Daporijo: In preparation for the forthcoming Legislative Assembly Election, the first phase of EVM and polling training started here on Sept 19 at the Govt Hr. Sec School auditorium for Daporijo circle.

The master trainers stressed that even though the voting process using EPICs and EVMs had already been learnt by most during the parliamentary elections, there was a need to refresh all that they knew as it would increase efficiency. All the details of the election process were explained with the trainees getting a chance to handle the EVM and clear any doubts.

Special emphasis was also given on the need to coordinate with fellow team members of a polling station so as to facilitate easier distribution of tasks and movement to the polling station.

Problems that were faced during the parliamentary elections like overcrowding in the receiving center during the submission of the materials and EVMs and unfinished paperwork too were discussed and solutions given, so as to do away with any such problems this time around.

The second phase of the training is scheduled for the Oct 1 and 4.

ANINI: The second level of Electronic Voting Machines checking was completed here this morning by the ECIL Engineers team headed by Er S.S. Mukherjee from Hydrabad. Sources in election office informed that out of 99 (ninety nine) EVMs, six controlling machines of EVMs were found defective.

 

Declare Nari-Koyu as hypersensitive: NCP

ITANAGAR, Sept 22: In a letter to the Chief Electoral Officer, Nationalist Congress Party has called for declaration of Nari-Koyu constituency as hypersensitive.

In support of its demands NCP has alleged that ZPM Kenyon Dabi along with his supporters forcibly entered the ADE office and shattered the office doors and windows while a hearing was on Sept 21.

Dabi is further alleged to have manhandled the staff, officers and clashed with supporters of NCP workers who were called by the ADC for the hearing of claims filed by the voters.

It further said that 300 voters have been included in the electoral list without proper hearing which is a violation of election guidelines.

The constituency is witnessing a keen contest between sitting MLA Tako Dabi and Kenyir Ringu, a social activist.

 

Dist Admin put ban on campaigning

PASIGHAT, Sept 22: As per the decision taken on 20th September in the coordination meeting with senior citizens, social workers, political and public leaders and officers, it was emphasized that in view of the present law and order situation at Pasighat in particular and East Siang District in general Onit Panyang District Magistrate has prohibited conduct of election campaign by political parties, candidates, workers or any individual from 10 pm to 6 am. The DM appealed for strict adherence of the order with immediate effect from the date of issue and cautioned any violence of this order shall invite penal action as per law. (DIPRO)

 

DCC clarifies

ITANAGAR, Sept 22: Lohit District Congress Committee (DCC) Vice President Drengso Pul while reacting to a news item which stated that Lohit District Congress President and former Minister Nakul Chai resigned from Congress and joined BJP along with DCC office bearers and his supporters said that all the frontal wings and executive members of the DCC are still in the party and if Chai has resigned it is his individual decision.

 

Cases disposed off in Lok Adalat

ITANAGAR, Sept 22: District Legal Services Authority, Papum Pare District conducted Lok Adalat at DRDA conference hall, Yupia on September 20 for disposal of pending petty compoundable criminal cases.

During the session 38 criminal cases have been placed wherein, six cases have been disposed off and amount of Rs.8, 000 have been realized from the defaulters.

 

How prepared are we?

The frequency at which earthquakes are happening in the region would make any ordinary citizen sit up.  Tuesday's tremor is the sixth since Aug 11 to have hit the northeastern region. Panic obviously has set in among the citizens.

Though scientists world over has made path breaking discoveries and inventions, they are still working on a warning system that would predict occurrence of earthquakes accurately.

There are two theories circulating. One says that frequent lesser degree quakes prevent big ones while the other one says that it is an indication of the bigger ones to come. However, studies say that there has been no record of pre shocks. That gives yours truly a reason not to panic!

While we wait for the scientists and time, maybe it’s about time; we ask ourselves about the preparedness in an event of disaster in the state.

Experts put Arunachal on seismic zone V with the highest vulnerability to an earthquake.

The region went though one of the worst earthquakes in 1950 which to a great extent changed the map. That’s a marker too in our history. Our grandparents usually take a reference to the great earthquake when they look back in time.

After the Gujrat earthquakes and Tsunami, disaster preparedness has gained momentum across the country. At least the word has!

Retrofitting and earthquake resistant designs of building and lifeline structures, response mechanism of emergency services and preparedness plans for individuals and business is discussed at seminars and workshops. We all know these are just discussed in leisure. Lack of public awareness, commitment and coordination among agencies are abysmal to say the least.

National Disaster Management Authority have very clearly said that all new buildings should be made quake resistant and lifeline buildings should be retrofitted while the Reserve Bank of India had issued a directive not to give loans to any one whose building is not quake resistant. Well, this can wait.

So far the norm has been to blame the state machineries when they mess up in an event of natural disaster. This we do despite the fact that departmental machineries are incapacitated.  It’s human nature to blame others. But as citizens, are we putting in an effort to avert disaster? Not really. We go with the tide. We all know government dare not come in our way, at least when we are constructing our high rise buildings in unauthorized and shamelessly encroached plots, ignoring building bylaws, despite the fact that it’s not earthquakes that kill. Building does.

At the meantime we must ensure that our favorite whipping board also is ready to act. Citizens need to know how we go about it in case of any eventualities. Blame game is easy. We may always do it later. Disaster preparedness should not limit itself to workshops and government dictionary. We all need to take charge.

By the way, the building where the department of urban development is housed in Itanagar has been identified as one of the unsafe buildings! That says a lot at the state of affairs.

 

Peace and development in priority agenda: Umbrey

ROING, Sept 22: Thousands of supporters, well wishers, senior leaders, youths and general public ceremoniously welcomed the sitting MLA Laetra Umbrey during his recent home visit after being given ticket of Trinamool Congress  for the  Roing Constituency in the forthcoming Assembly election.

While addressing his supporters at his crowded private resident, Umbrey said “he would take the challenge to fulfill the hopes, dreams and expectations of the public.  He appealed the voters to support his candidature for the peace, prosperity and development of the Lower Dibang Valley District.   

Dature Miuli senior Congress leader and former Zilla Chairperson LDV also extended his unconditional support to Umbrey after rendering resignation from the primary membership of the Congress party along with many other supporters.“The decision of offering wholehearted support to Umbrey is personnel, selfless and for the larger interest of Roing public”, Miuli said. He also hoped speedy development under the active leadership of Laeta Umbrey.

 

Campaign launched for enrollment of school dropouts

ITANAGAR, Sept 22: Mass Community Mobilization Campaign under SSA was launched in Lohit District comprising all blocks in connection with the enrolment drive for drop out children through AIE, NRBC, RBC and residential camp recently.

The campaign was launched to create awareness among the community and involve the community people to ensure the enrolment of children. To make this campaign a grand success, every possible ways and means were adopted by organizing meeting, seminars and puppet show at each and every venue. District Coordinator, SSA R.  Jha with his team Coordinators of different intervention of SSA, S.C Tiwari, Sher Singh and all the BRC/CRC Coordinators of concerned Blocks/CRCs conducted this mass Community Mobilization campaign. Huge participation of Community people in meetings and seminars were recorded. Their active involvement in this campaign would of course, bring back children in school.

 

Information technology in today’s era of agricultural development in Arunachal Pradesh

Information system are assuming an ever-increasing importance in the agricultural development and playing an important role for sweeping changes in socio-economic development of the country. Computer based information systems/databases and communication networks are a pre-requisite for taking coherent and balanced decisions today. Computer is a major component of information technology (IT), which is helpful in doing routine things faster, more accurate and gives us the opportunity to concentrate on the analysis of the information and take proper decision. The use of computer also brought awareness on the potential of IT in agriculture. Decision Support System (DSSs), Expert System (ESs), Extension Services to farmers, Farm management, training of farmers and extension functionaries etc. are some of the areas in which advanced form of computer uses are done apart from agricultural research.

SCOPE OF IT :

In spite of the fact that computer revolution is spreading in every arena of human endeavor and especially in Banking, Airlines, Railways, and Defense, now it has been done in agriculture sector .To sustain self –sufficiency in food production, market intelligence for sale out of the produce in a better price globally, it is essential that the much advancement in IT needs to be extended to farming community. Information services can improve the farmers’ level of income through the creative use of IT. .IT with its various tools such as internet for information on   weather, markets, agricultural new packages and practices, G.I.S, E.Ss, and D.S.Ss can play a vital role in improving the existing status of the farmers. Farmers use

Agricultural Information can be made available to the farmers round the clock through the Internet .The Internet is emerging as a potential tool to contribute to development. Websites and rural portals in regional languages can be developed and hosted on the World Wide Web through Internet. This will provide information to farmers in their local language, beside Chat Software’s in local languages can be developed and made available to the farmers through these rural portals. The software’s will help farmers in getting into discussions with expert and other farmers and experienced person’s and will help in exchanging views and information and find solution to their problems. Both online and stand alone Expert System ‘s and Decision Support System’s on agricultural crop management can be developed and put on Internet or be given to regional extension agencies such as Krishi Vigyan Kendra (KVK) and others Non Government Organization (NGO’s) involved in assisting and aiding the farmers. This will facilitate in extending quick and correct information in variety of ways. Agricultural information    in the forms of graphics, animation, audio and video clippings can be made available through internet. Since farmer’s need vary with season, crop, weather, e-commerce site based on these parameter can be developed to cater the agribusiness needs of farmers.

Advancement in IT also provides opportunity for farm graduates to establish computer-aided and internet connected Rural Knowledge Centre (RKC). A virtual college linking such village knowledge centre, to agricultural universities and research institutions can be established, so those farm men and women are able to get up-to –date authentic technical advice. Nearly several thousands of farm graduates (both men and women) can be absorbed in this type of Centers throughout the state of Arunachal Pradesh based on modern information and communication technology.

ADVANTAGES OF IT:

IT can have as compelling effects on the agricultural sector as it had on manufacturing and services. About 70 % of the total population of our country is dependent on agricultural sector. If they do not get proper share to improve their economy, they will lose their purchasing power that will lead to lower demand of different products and commodities including services as the urban market tends to get saturated far quicker.

Consultancies regarding disease and pest problem, weather forecast or any abnormal ground conditions are the key needs of the farming community. Providing low cost connectivity will enable the farmer to achieve relevant information and seek answer to his specific question by means of internet .It could enhance the profit of a farmer be making the middle structure ineffective by providing “direct market access”. Farmers can check the market rates of the agricultural commodities in regional language along with data on agricultural scheme, crop technology, when to spray and plant their crops etc. Providing the information on various application forms on the net can check corruption and harassment of farmers by the unscopulus government officials .The farmers need not to visit the offices for form collection and information gathering, they can download the form at their own place and submit their application on-line. Land records can also be made available online, which will help to create transparency and more job opportunities for educated rural youths of this state. Establishing computer-aided and internet connected Rural Knowledge centers will help in triggering a knowledge revolution in agriculture and will lead to an efficient and eco-sensitive precision farming movement.

PROSPECTS:

The trends in IT have brought about a new set of services and have transformed the traditional services in terms of fast delivery. Government around the world has taken advantages of IT to provide better services to farmers, citizens and businesses personals. Districts, town and large villages have become nodes to offer information services, banking services and insurance services. These IT portals have become hubs for agriculture, commerce, revenue collection, transplantation etc. A Net based co-operative in 70 villages in Kolhapur and Sangli districts in Maharashtra have created Internet booths under joint venture implemented by Government of India through National Informatics Centre,(NIC) and Warana Co-operative society .In Kerla all the villages are getting linked online to the district headquarter allowing citizens to compare the development priorities of their villages in the state .In Andhra Pradesh villages have begun to file application and follow their progress on Net (Including land transfers etc.).World Tel, Reliance and Tamil Nadu government are jointly laying 3000 km of optical fibers to create a Tamil networks, which will offer online services in different fields. FAO has formulated a virtual extension Network (VERCON) to establish and strengthen linkages among and within the human and institutional elements of agricultural research and extension.

Indian Space Research Organization is using one-way video and two way audio teleconferencing interactive network for training extension staff form various departments of the state Governments and Village Resource Centre (VRC) in different districts of North Eastern States.

CONCLUSION:

A range of communication technologies, have been developed and are being used to meet the demand of rural population of the country. However application of IT is constrained by lack of complementary inputs, infrastructure, information management, skilled personnel, etc. Availability of computer network and database has been essential to take up major developmental programmes. Although steps have been taken and facilities are being provided but this development of IT is limited to only a few developed states of the country and Arunachal Pradesh is lagging far behind to reap the benefit of this modern IT for its all round socio- economic development. At present, benefits of IT are available primarily to urban elite masses. India is a vast country and the need of the hour is to extend these facilities to the remotest villages, so that everyone has access to this technology. Only then the entire farming community will be benefited from the advancement in IT and their status and living condition will be improved .In fact IT and information highways are going to dominate the near future of the century.

 

IMC on food processing

ITANAGAR, Sept 22: The branch Micro, Small and Medium Enterprises (MSME) Development Institute here under the Union ministry of MSME is going to organize an industrial motivation campaign (IMC) on ‘Food Processing” on Oct 5 and 6 next.

Eminent resource persons from various agencies will deliver informative lectures to the participants. The aspirants (minimum 18 years, educational qualification 8th standard) may contact the assistant director in-charge, branch MSME Development Institute from Sept 25 to Oct 1 next for registration and detailed information.

 

PDS allocation on website

Changlang, Sept 22: The information on FPS wise Sub-allocation of food grains to be drawn from the wholesale nominees for the month of September have been put up in the official website www.changlang.nic.in/pds.html.

The Deputy Commissioner, Changlang Dr S B Deepak Kumar, IAS ordered all the concern administrative officers in the district to submit report on functioning of the FPS in their respective areas as per Form –‘A’ in compliance of Clause 8 of the PDS Control Order 2001. The order further directed them  to strictly avoid any kind of diversion by the agencies involved in collection and distribution of PDS items failing which, action would be taken as per Essential Commodities Act, 1955 and relevant Sections of Indian Penal Code. All the FPS under Changlang district has also been directed to display the detailed information on PDS sub-allocation in their respective shops in public view.

It is the third consecutive month wherein the information on PDS sub-allocation has been made available to all through the district website. (DIPRO)

Dist Admin put ban on campaigning

PASIGHAT, Sept 22: As per the decision taken on 20th September in the coordination meeting with senior citizens, social workers, political and public leaders and officers, it was emphasized that in view of the present law and order situation at Pasighat in particular and East Siang District in general Onit Panyang District Magistrate has prohibited conduct of election campaign by political parties, candidates, workers or any individual from 10 pm to 6 am. The DM appealed for strict adherence of the order with immediate effect from the date of issue and cautioned any violence of this order shall invite penal action as per law. (DIPRO)

 

DCC clarifies

ITANAGAR, Sept 22: Lohit District Congress Committee (DCC) Vice President Drengso Pul while reacting to a news item which stated that Lohit District Congress President and former Minister Nakul Chai resigned from Congress and joined BJP along with DCC office bearers and his supporters said that all the frontal wings and executive members of the DCC are still in the party and if Chai has resigned it is his individual decision.

 

Cases disposed off in Lok Adalat

ITANAGAR, Sept 22: District Legal Services Authority, Papum Pare District conducted Lok Adalat at DRDA conference hall, Yupia on September 20 for disposal of pending petty compoundable criminal cases.

During the session 38 criminal cases have been placed wherein, six cases have been disposed off and amount of Rs.8, 000 have been realized from the defaulters.

The frequency at which earthquakes are happening in the region would make any ordinary citizen sit up.  Tuesday's tremor is the sixth since Aug 11 to have hit the northeastern region. Panic obviously has set in among the citizens.

Though scientists world over has made path breaking discoveries and inventions, they are still working on a warning system that would predict occurrence of earthquakes accurately.

There are two theories circulating. One says that frequent lesser degree quakes prevent big ones while the other one says that it is an indication of the bigger ones to come. However, studies say that there has been no record of pre shocks. That gives yours truly a reason not to panic!

While we wait for the scientists and time, maybe it’s about time; we ask ourselves about the preparedness in an event of disaster in the state.

Experts put Arunachal on seismic zone V with the highest vulnerability to an earthquake.

The region went though one of the worst earthquakes in 1950 which to a great extent changed the map. That’s a marker too in our history. Our grandparents usually take a reference to the great earthquake when they look back in time.

After the Gujrat earthquakes and Tsunami, disaster preparedness has gained momentum across the country. At least the word has!

Retrofitting and earthquake resistant designs of building and lifeline structures, response mechanism of emergency services and preparedness plans for individuals and business is discussed at seminars and workshops. We all know these are just discussed in leisure. Lack of public awareness, commitment and coordination among agencies are abysmal to say the least.

National Disaster Management Authority have very clearly said that all new buildings should be made quake resistant and lifeline buildings should be retrofitted while the Reserve Bank of India had issued a directive not to give loans to any one whose building is not quake resistant. Well, this can wait.

So far the norm has been to blame the state machineries when they mess up in an event of natural disaster. This we do despite the fact that departmental machineries are incapacitated.  It’s human nature to blame others. But as citizens, are we putting in an effort to avert disaster? Not really. We go with the tide. We all know government dare not come in our way, at least when we are constructing our high rise buildings in unauthorized and shamelessly encroached plots, ignoring building bylaws, despite the fact that it’s not earthquakes that kill. Building does.

At the meantime we must ensure that our favorite whipping board also is ready to act. Citizens need to know how we go about it in case of any eventualities. Blame game is easy. We may always do it later. Disaster preparedness should not limit itself to workshops and government dictionary. We all need to take charge.

By the way, the building where the department of urban development is housed in Itanagar has been identified as one of the unsafe buildings! That says a lot at the state of affairs.

 

Peace and development in priority agenda: Umbrey

Campaign launched for enrollment of school dropouts

ITANAGAR, Sept 22: Mass Community Mobilization Campaign under SSA was launched in Lohit District comprising all blocks in connection with the enrolment drive for drop out children through AIE, NRBC, RBC and residential camp recently.

The campaign was launched to create awareness among the community and involve the community people to ensure the enrolment of children. To make this campaign a grand success, every possible ways and means were adopted by organizing meeting, seminars and puppet show at each and every venue. District Coordinator, SSA R.  Jha with his team Coordinators of different intervention of SSA, S.C Tiwari, Sher Singh and all the BRC/CRC Coordinators of concerned Blocks/CRCs conducted this mass Community Mobilization campaign. Huge participation of Community people in meetings and seminars were recorded. Their active involvement in this campaign would of course, bring back children in school.

 

Information technology in today’s era of agricultural development in Arunachal Pradesh

Information system are assuming an ever-increasing importance in the agricultural development and playing an important role for sweeping changes in socio-economic development of the country. Computer based information systems/databases and communication networks are a pre-requisite for taking coherent and balanced decisions today. Computer is a major component of information technology (IT), which is helpful in doing routine things faster, more accurate and gives us the opportunity to concentrate on the analysis of the information and take proper decision. The use of computer also brought awareness on the potential of IT in agriculture. Decision Support System (DSSs), Expert System (ESs), Extension Services to farmers, Farm management, training of farmers and extension functionaries etc. are some of the areas in which advanced form of computer uses are done apart from agricultural research.

SCOPE OF IT :

In spite of the fact that computer revolution is spreading in every arena of human endeavor and especially in Banking, Airlines, Railways, and Defense, now it has been done in agriculture sector .To sustain self –sufficiency in food production, market intelligence for sale out of the produce in a better price globally, it is essential that the much advancement in IT needs to be extended to farming community. Information services can improve the farmers’ level of income through the creative use of IT. .IT with its various tools such as internet for information on   weather, markets, agricultural new packages and practices, G.I.S, E.Ss, and D.S.Ss can play a vital role in improving the existing status of the farmers. Agricultural Information can be made available to the farmers round the clock through the Internet .The Internet is emerging as a potential tool to contribute to development. Websites and rural portals in regional languages can be developed and hosted on the World Wide Web through Internet. This will provide information to farmers in their local language, beside Chat Software’s in local languages can be developed and made available to the farmers through these rural portals. The software’s will help farmers in getting into discussions with expert and other farmers and experienced person’s and will help in exchanging views and information and find solution to their problems. Both online and stand alone Expert System ‘s and Decision Support System’s on agricultural crop management can be developed and put on Internet or be given to regional extension agencies such as Krishi Vigyan Kendra (KVK) and others Non Government Organization (NGO’s) involved in assisting and aiding the farmers. This will facilitate in extending quick and correct information in variety of ways. Agricultural information    in the forms of graphics, animation, audio and video clippings can be made available through internet. Since farmer’s need vary with season, crop, weather, e-commerce site based on these parameter can be developed to cater the agribusiness needs of farmers.

Advancement in IT also provides opportunity for farm graduates to establish computer-aided and internet connected Rural Knowledge Centre (RKC). A virtual college linking such village knowledge centre, to agricultural universities and research institutions can be established, so those farm men and women are able to get up-to –date authentic technical advice. Nearly several thousands of farm graduates (both men and women) can be absorbed in this type of Centers throughout the state of Arunachal Pradesh based on modern information and communication technology.

ADVANTAGES OF IT:

IT can have as compelling effects on the agricultural sector as it had on manufacturing and services. About 70 % of the total population of our country is dependent on agricultural sector. If they do not get proper share to improve their economy, they will lose their purchasing power that will lead to lower demand of different products and commodities including services as the urban market tends to get saturated far quicker.

Consultancies regarding disease and pest problem, weather forecast or any abnormal ground conditions are the key needs of the farming community. Providing low cost connectivity will enable the farmer to achieve relevant information and seek answer to his specific question by means of internet .It could enhance the profit of a farmer be making the middle structure ineffective by providing “direct market access”. Farmers can check the market rates of the agricultural commodities in regional language along with data on agricultural scheme, crop technology, when to spray and plant their crops etc. Providing the information on various application forms on the net can check corruption and harassment of farmers by the unscopulus government officials .The farmers need not to visit the offices for form collection and information gathering, they can download the form at their own place and submit their application on-line. Land records can also be made available online, which will help to create transparency and more job opportunities for educated rural youths of this state. Establishing computer-aided and internet connected Rural Knowledge centers will help in triggering a knowledge revolution in agriculture and will lead to an efficient and eco-sensitive precision farming movement.

PROSPECTS:

The trends in IT have brought about a new set of services and have transformed the traditional services in terms of fast delivery. Government around the world has taken advantages of IT to provide better services to farmers, citizens and businesses personals. Districts, town and large villages have become nodes to offer information services, banking services and insurance services. These IT portals have become hubs for agriculture, commerce, revenue collection, transplantation etc. A Net based co-operative in 70 villages in Kolhapur and Sangli districts in Maharashtra have created Internet booths under joint venture implemented by Government of India through National Informatics Centre,(NIC) and Warana Co-operative society .In Kerla all the villages are getting linked online to the district headquarter allowing citizens to compare the development priorities of their villages in the state .In Andhra Pradesh villages have begun to file application and follow their progress on Net (Including land transfers etc.).World Tel, Reliance and Tamil Nadu government are jointly laying 3000 km of optical fibers to create a Tamil networks, which will offer online services in different fields. FAO has formulated a virtual extension Network (VERCON) to establish and strengthen linkages among and within the human and institutional elements of agricultural research and extension.

Indian Space Research Organization is using one-way video and two way audio teleconferencing interactive network for training extension staff form various departments of the state Governments and Village Resource Centre (VRC) in different districts of North Eastern States.

CONCLUSION:

A range of communication technologies, have been developed and are being used to meet the demand of rural population of the country. However application of IT is constrained by lack of complementary inputs, infrastructure, information management, skilled personnel, etc. Availability of computer network and database has been essential to take up major developmental programmes. Although steps have been taken and facilities are being provided but this development of IT is limited to only a few developed states of the country and Arunachal Pradesh is lagging far behind to reap the benefit of this modern IT for its all round socio- economic development. At present, benefits of IT are available primarily to urban elite masses. India is a vast country and the need of the hour is to extend these facilities to the remotest villages, so that everyone has access to this technology. Only then the entire farming community will be benefited from the advancement in IT and their status and living condition will be improved .In fact IT and information highways are going to dominate the near future of the century.

 

IMC on food processing

ITANAGAR, Sept 22: The branch Micro, Small and Medium Enterprises (MSME) Development Institute here under the Union ministry of MSME is going to organize an industrial motivation campaign (IMC) on ‘Food Processing” on Oct 5 and 6 next.

Eminent resource persons from various agencies will deliver informative lectures to the participants. The aspirants (minimum 18 years, educational qualification 8th standard) may contact the assistant director in-charge, branch MSME Development Institute from Sept 25 to Oct 1 next for registration and detailed information.

 

PDS allocation on website

Changlang, Sept 22: The information on FPS wise Sub-allocation of food grains to be drawn from the wholesale nominees for the month of September have been put up in the official website www.changlang.nic.in/pds.html.

The Deputy Commissioner, Changlang Dr S B Deepak Kumar, IAS ordered all the concern administrative officers in the district to submit report on functioning of the FPS in their respective areas as per Form –‘A’ in compliance of Clause 8 of the PDS Control Order 2001. The order further directed them  to strictly avoid any kind of diversion by the agencies involved in collection and distribution of PDS items failing which, action would be taken as per Essential Commodities Act, 1955 and relevant Sections of Indian Penal Code. All the FPS under Changlang district has also been directed to display the detailed information on PDS sub-allocation in their respective shops in public view.

It is the third consecutive month wherein the information on PDS sub-allocation has been made available to all through the district website. (DIPRO)

 

AC to support INC

ITANAGAR: Arunachal Congress Working Committee has decided to support the Indian National Congress in all the constituencies of the state. This decision was taken on Sept 20 on the occasion of 14th Foundation Day which was attended by its president C T Manpong and Member L K Manpoong.

It was further decided that the party will not field any candidates for the ensuing elections.

ITANAGAR: Upper P Sector, Romy Colony General Secretary Taring Dolu said that citizens are taking money from political parties against their Electoral card. While warning of action and lodging complaints with the Police, it urged the public and party workers not to indulge in such practice.

 

Face to face with candidates

ITANAGAR: All Talo Welfare Society said that it would organize a platform speech on Sept 30 so that all contesting candidates spell out their policies and programs. The Society further called on the leaders to lead by example and enlighten the people of the area through morality, welfare measures, principled and visionary leadership.

State of the riches!

Madam,

I would like to highlight the problems faced by the aspiring candidates of the coming APPSCE’ 2010. The candidates and even the parents and relatives are facing problems regarding the non availability of the question books which are made available with the application form. The application forms are being issued with question bank for Rs 500 which is a huge sum especially for the unemployed youths and the poor. Keeping such a high rate is unjustified.

The authority has made up their mind to sell the question bank along with the form to us but I have my own little piggy question bank for the authority.

A few days back an organization had raised their voice against this but the authority had replied citing the reason being that the form was in OMR format printed from New Delhi and so on.

But UPSC Exams forms are also almost the same. There may be a bit difference in rate but why so much difference?

A UPSC form costs only Rs 25/- for ST.

My second question is if the authority had already printed the forms why not the question books simultaneously?

And if the question banks are available why is it in a limited numbers?

Books are not available but the candidates are forced to pay out 500 bucks for the form and the book which he/she has to take it later. As it is not a syllabus or a prospectus of the examination so why the authority is  forcing us to take it?

After paying out the sum for myself and my two relatives I thought that the financial hurdle was over but again I found out that I have to draft a challan of 20 Rupees for each form. I want to ask that if our form fee did not make any sense in the Department account or not?

These questions are just to highlight some facts. I personally do not require any answer for these questions because the arrow has already been shot. But not only I but all the citizens would wish that such types of arrows are not shot in the future which may hurt a little for some but hit harder to certain section of the society.

I also want to inform that recently it has been found that candidates are paying out Rs 50/- in the form of challan for J.E posts in Hydropower Department which is also a huge sum if we compare to Central Government Services Exams where we are not charged a penny for the form because of our category.

So I want to remind the concerned authorities of all departments that our state is one of the backward states of our country with no resources of its own fully depended on the Central Government. So I would like to request for reducing the financial burden of State competitive examination (challan, form fee etc) from the poor candidates of this backward state.
